Senior Software Engineer / SME – Oracle ECE & OC3C

Role Summary

We are seeking a Senior Software Engineer / Subject Matter Expert with 8–10+ years of experience in Oracle Elastic Charging Engine (ECE) and Oracle Communications Convergent Charging Controller (OC3C) within the telecommunications sector. The role focuses on the design, development, integration, and support of real-time charging and intelligent network (IN) solutions in high-availability telecom environments.
Key Responsibilities

• Design, develop, and maintain real-time charging solutions using Oracle ECE for voice, data, and converged services.
• Customize ECE extensions, gateways, charging sessions, credit control, and balance management processes.
• Deploy, configure, upgrade, and support ECE environments, including cloud-native and geo-redundant architectures.
• Integrate ECE with BRM, PDC, mediation systems, PCRF/PCF, 5G charging platforms, and external telecom systems.
• Design and develop OC3C control plans, feature nodes, and SLEE-based applications for real-time telecom services.
• Implement and support Voice, SMS, USSD, and Intelligent Network (IN) service logic.
• Configure and support Diameter, SS7, MAP, TCAP, and SIGTRAN-based telecom signaling environments.
• Monitor, troubleshoot, and optimise charging platform performance, scalability, and availability.
• Provide L2/L3 production support, root cause analysis, and operational improvements.
• Implement CI/CD pipelines, automation, monitoring, and deployment best practices.
• Collaborate with network, billing, DevOps, and operations teams on solution design and delivery.

Required Skills

• Oracle Elastic Charging Engine (ECE) architecture, deployment, customization, and administration.
• Oracle OC3C architecture, service control environment, and real-time charging implementations.
• Strong expertise in Diameter protocols (Gy, Ro, Sy) and SS7 protocols (CAMEL, INAP, MAP).
• Experience with SIGTRAN technologies including M3UA and SCTP.
• Core Java development and ECE extension customization.
• Oracle SQL and PL/SQL.
• REST and SOAP web services.
• Kafka or similar event-streaming platforms.
• Unix/Linux administration and Shell scripting.
• Docker, Kubernetes, and cloud-native deployments.
• CI/CD tools and deployment automation.
• Monitoring and observability using Prometheus and Grafana.
• Understanding of 5G charging architecture and CHF integration.

Preferred Experience

• Telecom billing, charging, and Intelligent Network (IN) environments.
• Oracle BRM, PDC, mediation, and provisioning platform integrations.
• High-availability, geo-redundant, and mission-critical telecom systems.
• Performance tuning, JVM optimisation, and scalability engineering.
